At the initiative of Harbin Engineering University and under the sponsorship of the Ministry of Labor of China, the conference titled "Central Asia Talent Exchange" was held from June 13 to 23 in the cities of Harbin and Yantai, People's Republic of China. The event brought together over 120 scholars from China and Central Asian countries, as well as high-ranking representatives of the largest manufacturing enterprises in Shandong Province.

From Andijan State Technical Institute, Dean of the Faculty of Electrical and Power Engineering, Mr. D.D. Alizhanov, along with department heads Ms. G. Orazimbetova and Mr. B. Khasanov, participated in the conference.

At the conclusion of the event, bilateral memorandums were signed, and agreements were reached to establish cooperation with manufacturing enterprises.
